Changes in the Swedish Better Regulation Council

From the first of January 2015, Regelrådet, The Swedish Better Regulation Council will become a permanent independent decision making body within the Swedish Agency for Economic and Regional Growth. The independent scrutiny of impact assessments by The Swedish Better Regulation Council will continue within the new organisation. Since 2008, The Swedish Better Regulation Council has been an independent committee of inquiry appointed by the Swedish Ministry of Enterprise, Transport and Energy.

From the first of January 2015, The Swedish Better Regulation Council will have a partly different mission. The independent scrutiny of impact assessments stays the same. The scrutiny and assessment of the administrative costs will however now be included in the overall judgement of the impact assessment. The opinions of the Council will thus have a slightly different structure. The task to assess impact assessments of proposals from the European Commission upon request from ministries remains the same. The Swedish Better Regulation Council will also continue its international relations, for example as one of the members of RegWatchEurope.

Another change is that the secretariat’s support and training to regulators and committees regarding impact assessments will now be a part of the Swedish Agency for Economic and Regional Growth.

I also want to seize the opportunity to present my thanks to the chairwoman of the Swedish Better Regulation Council, Ms Karin Lindell, who steps down from her position by the end of December this year. Karin has with her competence and commitment contributed greatly to the mission of the Swedish Better Regulation Council and to the work on Better Regulation.

The now permanent Swedish Better Regulation Council is looking forward to continue its collaboration with you in 2015 and onwards in the field of Better Regulation.
