Annual report 2025 submitted to the ministry of Climate and Enterprise

The report provides information on the quality of reviewed impact assessments, the Swedish Better Regulation Council’s (SBRC) participation in training courses, and its involvement in international and other contexts throughout the year. Additionally, the annual report includes the SBRC’s recommendations for strengthening impact assessment work in the future.

This year’s results indicate that only 41 percent of the impact assessments are acceptable. To improve results going forward, the SBRC’s primary contributions in the near term will be early referral and the ability to request a re-referral for deficient impact assessments. The Council also highlights the importance of offering guidance to regulators, placing greater emphasis on evaluation, and ensuring that both regulators and review bodies have sufficient resources to fulfil their respective responsibilities.
